I’m not entirely sure these grinning college ladies are doing the standard sorority spanking thing, but whatever they are doing, they sure do look pleased with themselves!
This is one of those nice “dilemma” photographs, if you’ve got any empathy in you at all. The leather flogger coming down in that sensitive region has got to make the poor girl want to jump and wiggle. But, that heavy and implacable tightly stretched chain presumably discourages undue wiggling:

Smoking, I don’t mind saying, has always struck me as a filthy habit. Forget health considerations, since my youngest days the deliberate inhalation of smoke (don’t care what kind) has always just struck me as unutterably gross and disgusting. Just… eww. Ick, even. {shudder}
So, it stands to reason that I’m a sucker for a good “caned for smoking” story line. Like this one:
