I found this art via a link to a link at Pissing Blog to a drawing series said to be by Joseph Farrel. (Other places on the web offer “Prue” as the artist, so I’m uncertain.) The Pissing Blog post features two especially-severe drawings where the woman being punished has lost control of her bladder, so by all means go there if you like that sort of thing.

The female depicted in the image is the Lady of Justice. The blindfold represents her decisions to be objective and impartial and not to be influenced by wealth, power, status or politics. In one hand she holds the scales of justice which represents her careful weighing the claims of each side. Her sword which represents her willingness to defend her decisions lies broken beside the riot shield.
When he tried to paint this for the Kings Of Concrete event at a Tall Ships festival in Dublin, it so offended the Irish police and the event organizers that they made him remove it before it was finished.
