I believe this may be a 1920s postcard from the Biederer (Ostra) Studio in Paris.
It’s hard to believe that these two incredibly cute 1920s-vintage lesbian lovers would be using so much heavy chain if somebody wasn’t about to get a very severe switching:
Bondage Blog rightly points out that the bondage in this Biederer/Ostra Studios photo is terrible. And I wouldn’t dare opine if those whip marks are authentic or not. But the look of apprehension on Our Heroine’s face seems quite legitimate:
Sometimes in the Victorian flagellation literature you’ll see references to various pre-punishments before a birching, such as a spanking, or the application of various caustic unguents to redden and soften the area to be birched. I’ve even seen references to touching up a bare bottom with a curry comb. This looks like a hair comb being carefully applied to bent-over bare bottoms, but my best guess is that the goal is similar:
