From the decor and the shoes, my best guess at this scenario is that it’s an expensive “party” in progress at a very high-end brothel that caters to a clientele of discerning and extremely wealthy gentlemen:
"...the girls are prepared in the reformatory’s punishment room, naked, lying on their backs on special benches, bound with their legs spread above their heads, shamefully showing the two holes usually hidden..."
