At the blog where I found it, it’s tagged “Lana Lang”, “Professor Lang” and “Smallville”. But I’m not enough of a comics person to ID the comics title from that.
It is indeed from a “Superboy” story! In “Superboy” #93, cover dated Dec 1961, Lana tells her pop how she’s going to uncover Superboy’s secret identity! When her dad points out how that could endanger innocent people, like Ma and Pa Kent, if her idea about Young Clark is true, Lana gulps, “I didn’t think of that!” “No, you didn’t!” Daddy Lang explodes. “You’re going to get spanked for being so stupid!” Well, as you see, instead, she winds up in sitting in “time out!” Bummer!
"...a heavy round wooden paddle with a hole in the middle that leaves fearsome red bruises. And then the shaking girls with beaten butts and tearful faces receive another terrible punishment..."
Isn’t this Lana Lang and her father from the old Superboy comics?
Lana seemed exempt from spanking. Lois Lane copped a few, even though she was older when she turned up in superman comics.
