The explanation:

Amazing what you see in small towns. Driving through little Scappoose, Oregon, I spotted this sign and couldn’t resist sending you a photo. I am still trying to figure out what the sign has to do with the business, but who am I to judge? The sign was there for 7-10 days, so I know it wasn’t kids being kids or someone messing with it for laughs.

    Butts is actually a name. HEB is the biggest grocery store chain in San Antonio. Might be referring to someone on a high school sports team.
