I can’t actually see in that photo for sure, but yes? If it’s just one thickness of leather (or two, but sewn tightly together) at the business end, I’d just call it a strap, but if there are two thicknesses of leather that aren’t sewn together (makes more noise, hits about the same) then “slapper” is the only word I know for that.
