Judicial Caning In The Punishment Stocks

I can’t identify the uniforms in this severe caning scene, but I imagine it’s a judicial punishment in progress. The spanking bench conveniently outfitted with wooden pillory-style restraints speaks to me of an institution that dishes out quite a lot of this sort of discipline:
