As someone who was a long time customer of Nu-west and briefly corresponded with Ed Lee I can say with confidence it is a Nu west photo. I always liked the fact that the spankers were well dressed. Even the spankees were better dressed than the ones on Real Spankings.
I am pretty sure that is Joanna Jamison on the receiving end.
