Mounted (And Tied) On A Whipping Pedestal
Yes this whipping pedestal seems a bit high, but it helps the woman with the whip get in close to her work and get a good look at her results:
Photo looks vintage and French to me, and the number at lower right suggests it was from a “salon photography” postcard series.
