Unfortunately history does not record this woman’s special crime. No doubt she spoke up for herself, or committed some similar womanly offense against the public virtue:

tied to the whipping post for a humiliating topless public punishment

I don’t know the artist.

    My guess is that her offense is showing too much ankle, for Puritan times. The ankle itself is not an erogenous zone, but it’s the first step along the way to places that are. So she must endure the Puri-tanning of her hide.
