It looks like each whipper gets a turn for a long time, since the one whipping now has had to switch to her backhand, likely from fatigue.

The two men at the extreme right have positioned themselves for the best view of the girl. They are standing as close as they can without encroaching on the clearance for the whip. One even leans forward, the better to savor that sudden wiggle of her ass as she flinches with each stroke of the lash.

The restraints are positioned so that the girl is not pulled tightly flat against the bench, but is rather a little up on her knees, so she has ample freedom to sway her hips. I bet the woman at the far left is telling her to hold still, act like a lady and stop getting the men aroused.

Certainly it has much in common with other "Nell In Bridewell" illustrations I've found; thanks for that identification. The Martin van Maele attribution, I am suspicious of; vanMaele's style is distinctive and this image doesn't strike me as having it. Hogarth, I'm not as familiar with.
