It is a pizzle – the twisted effect is achieved by binding the pizzle with brass or copper wire as it dries. I have a collection of 5 pizzles but only one is twisted as in the pic.

I would say that this is definitely a bull’s pizzle. I bought one exactly like that some years ago in Spain. The Victorians fashioned them to be much more flexible – like a tapered sjambok. I have 4 in my collection and I have been trying for some time to discover the method of manufacture.

I forgot, the name in Spanish is “vergajo” (derivative of verga, cock). But this exact type is more commonly known as “pichatoro”, meaning exactly “bull’s dick”.

Yes, that is a pizzle whip, very common in old Southern Spain for cattle control, breaking in horses and handling other large animals, and also as a weapon. In the ‘old days’ it was also used for corporal punishment, mostly in teens, since it is very excessive for children (well, it’s probably excessive for everybody non-consensual…). Not the choice for the sensual spanker, I’m afraid… I had it applied when I was a kid and later as a consenting adult, and it makes you yell in agony from the first stroke, even if striking at half strength –and I’m an experienced spankee. You’re not really conscious of how harsh is it until it hits you. Very rubbery, dense and heavy, it easily breaks your skin in blisters and inflames the underlying muscles in such a way that you think it’s burning, with severe bruises that will last for many days and weeks. Think of it as a hand weapon that can be used for punishment, not as a mere “spanking implement”. Best regards from Spain.
